The packager is the best way to achieve what you want but requires manual work flow not automated. so I dont have to make copies of exref rev a rev b etc too hard to keep track. IMHO personally I think having this level of automation is just too much effort. this would require you to create a vba that would run upon starting microstation and wait for you to select a drawing to open it would then need to run the create bak file and your workspace config would have the location for default bak defined. However what you are asking for can apply to Microstation to create an automated backup before you edit a drawing upon opening.
